ReSURUGA – A New Framework for Regional Innovation
To continue advancing WEAZER—the world’s first fully off‑grid architecture—ARTH realized that progress could not rest on a single company. For broader, more sustainable development across the region, partners were needed: organisations with deep local roots, strong foundations and shared values.
ARTH reached out to leading companies in Shizuoka Prefecture. Fortunately, the top executives of several prominent corporations resonated deeply with the vision and chose to join forces to shape the future together.
On 12 June 2023, the joint venture ReSURUGA Co., Ltd. was established. This new entity fuses regional strength with technological innovation, creating a driving force for building a sustainable, off‑grid future from within the community itself.
Four Companies, One Vision
ReSURUGA is a joint venture formed by four organisations: Suzuyo Shoji Co., Ltd.; Shizuoka Railway Co., Ltd.; Toyota United Shizuoka Co., Ltd.; and ARTH.
Their shared goal is to pioneer carbon‑neutral community development in Nishi‑Izu and beyond, expand those achievements across Shizuoka, and present a sustainable regional model to the world. At the centre of this vision stands WEAZER—the world’s first off‑grid module.

One commitment: logistics, transportation, mobility and architecture working together to create infrastructure for a new era.
The First Steps
ReSURUGA’s initial role is to serve as the asset owner of WEAZER Nishi‑Izu. Going forward, all investment and financing for WEAZER facilities in the Nishi‑Izu area will flow through ReSURUGA, ensuring a unified approach to development.
A portion of operational cash flow will be reinvested locally—landscaping, road improvements and other enhancements that preserve and enrich Nishi‑Izu’s landscape.
Advanced off‑grid technology, a hospitality business model, a regional reinvestment framework and investment by four established corporations: these elements combine to create a sustainable cycle that benefits the community, the environment and business alike.
